FR-967 Boston Massachusetts District, Signatures of White & Mellon

Because of the top margin on this Note I questioned the grade of GEM66PPQ on this Note here is the quoted answer I received from Glen Jorde at PMG " We have graded it twice. It was cut out of our 66 holder & was resubmitted to us recently hoping for an upgrade.  It has at least 67 margins & great registration. Because of the top margin the grade was reduced to 66EPQ although having seen the note twice, it is my opinion that the note is as made. As always all notes in PMG holders are covered by our guaranty". 

I now accept that the flaw in the paper at the top margin is as made meaning it was in the paper before the Note was printed.
